As second approach to integrate Perl/Tk with Atsar, we create a library from the atsar C-program, and let Perl/Tk use that library.

You can connect to a library in a platform independent way using XS or SWIG. I'll give a small example how XS works, but it is a complex language of its own, so I will not go far into it.
