(source) Okay, you're right: shutdown has some option-flags. The example on the left shows how easy these can be added to your graphical interface. A shutdown is two clicks away now.
 

The example on the right (source) is even more sophisticated. When you click on the shutdown button, a larger window pops-up which asks some more questions.

Only thing left: you have to run this program with root permission and started from your .xsession. By the way: Perl scripts can run setuid root, if you want to. See suidperl. Setuid-perl will be depricated starting Perl 5.8
